Nominations of Indian
Forest Service Officers for appointment on
tenure deputation basis in Compensatory Afforestation Fund Management and
Planning Authority (CAMPA) – regarding.
Sir,
The
Ministry of Environment and Forests would draw up a panel of best officers
available in the State for appointment against the following posts in the
Compensatory Afforestation Fund Management and Planning Authority (CAMPA),
reckoned as the Central Deputation Reserve of the Indian Forest Service :

2. The State
Government is requested to forward the nominations of the best willing available
IFS officers whose services can be spared for deputation with the Government of
India. However, final selection of the officers will be
subject to the Central Vigilance Clearance.
3. The Officers who
have completed one
spell of
central deputation may
be considered for a further spell of central deputation only after they have completed the stipulated cooling off
period. It is
clarified that
the cooling off
period is
reckoned from
the date
the officer reports back
to his/her cadre on completion of earlier
deputation tenure.

Although in terms of
Indian Forest Service (Cadre) Rules, 1966
and other Service conditions governing the
Indian Forest Service officers, consent of
IFS officers is
neither necessary for
nomination/appointment
against Central Deputation Reserve posts, nor
for their placement anywhere in
the
country, many
a times, nomination of
unwilling personnel would be
a bottle
neck to the efficient management of the service. It is also noticed in
this context that
some of
the State
Cadre authorities do
not consult /inform the
officers concerned while recommending their names for deputation. Many a time, this results in the selected officers expressing unwillingness to take up the central deputation appointments inspite of the fact that the deputation orders have been issued after a
long selection process. If
an officer
selected for
appointment fails
to take
up the
central deputation
assignment
after
the
appointment
is
approved,
he will
attract a
'5 year debarment' from
central deputation including foreign deputation /foreign training/ foreign assignment etc.
5. The State Governments/UT Administration are
requested to forward the willingness of the eligible IFS
officers alongwith their service profile, Biodata, Vigilance Clearance and ACRS
of the last five years to
enable this Ministry to select the suitable officers for the aforesaid
posts. The State Governments/UT Administration are
also requested to note that incomplete nominations unaccompanied with relevant documents / certificates, etc., will not be considered for inclusion in the Offer list. The
nomination forms complete in
all respects must
reach this Ministry latest by 24th December.
